Intent Outline

The intent of this proposal is to...

Section 1: Regarding campaign finance reform
p1: Limit influence outside one's own district or state to prevent unfair outside influence. Under 18 cannot donate as they are not eligible to vote.
p2: Align a candidates loyalties to their constituents freeing them to legislate based on the merits of the issue.
p3: Address equality regarding representation between citizens
p4: Eliminate the asymmetry of corporate/business and PAC influence.
p5: Address the asymmetry of wealth when selecting candidates
p6: Make it easier to both donate and receive funds while enforcing the limits set above and to maintain donor anonymity reducing individual donor influence based on financial contributions or pressure from one citizen on another to donate to a specific candidate.
p7: Help pay for elections while putting a ceiling on tax payer obligation

Section 2: Regarding media influence
p1: Address the unfair reach of media companies and their leader's specific interests over other companies whose influence has been curtailed in s1p4.

Section 3: Regarding obligations to the people
p1: Ensure an elected official works for the people rather than spend their time looking for another job.
p2: Address the existence of career politicians and stagnated leadership without forcing term limits.

Section 4: Regarding committee selection
p1: Create a process for committee selection and leadership based on member abilities and desire.
p2: Address incompetence

Section 5: Regarding corruption and codifying ethics committees
p1: Address Member influence after leaving congress
p2: Help Members return to their previous employment after service
p3: Address the superiority of the Houses over Ethics committees
p4: Overcompensation by States

Section 6 Enactment
p1: Is to authorize Congress to make the laws necessary to enforce this proposed amendment.
